adultBasic provides low-cost, quality health insurance to uninsured adults who meet certain income and other eligibility requirements.
If you've recently lost your job and need health care coverage, you have several options available.
Coverage with Spouse
If you need health care coverage and your spouse is eligible for coverage at his or her job, you may be entitled to coverage under his or her group plan. Ask your spouse to inquire with his or her employer.
COBRA
Employers with 20 or more employees are subject to federal COBRA regulations. If you were employed by a company with 20 or more employees, COBRA allows you to continue your health care coverage for up to 18 months. Upon timely notice from the employer, continuation coverage will be made available for employees and their dependents who are determined to be qualified beneficiaries. Under the federal law, you have 60 days to decide whether to continue coverage under your previous employer and then another 45 days to pay the retroactive premium. Please contact your previous employer for more information.
Mini-COBRA
Employers with 2-19 employees - effective July 10, 2009, a new Pennsylvania state law was enacted similar to the federal Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), known as Mini-COBRA (Act 2 of 2009). This new state law applies to small group employers defined as those that have 2 to 19 employees on a typical business day during the past year.

According to the law, small group employers must provide continuation health care coverage to qualified employees and dependents when they leave employment or when other qualifying events occur. You will have 30 days from the date you are notified by your employer to elect continuation coverage. Coverage will be effective the date of the qualifying event. In certain cases, as part of the federal American Recovery and Reinvestment Act of 2009 (ARRA), qualified employees will also be eligible to receive a subsidy health care credit totaling 65% of the monthly premium for coverage. Please contact your previous employer for more information.
Conversion Plans
If you were covered under a Blue Cross of Northeastern Pennsylvania group contract/policy for at least three months and are not eligible for other coverage (Medicare, Medicaid or another group plan), you are eligible for coverage under one of our individual conversion plans. You must enroll within 31 days after the termination of your group coverage.
Conversion plans are based on the group coverage plan in which you were previously enrolled. Call a BlueCare® Service Representative for more information, weekdays, 8 a.m. to 5 p.m.

Alternative Mechanism
If you are uninsured, you may qualify to enroll in a health care coverage plan through Blue Cross of Northeastern Pennsylvania, according to the Pennsylvania Alternative Mechanism statute. BlueCare Cooperative, our Alternative Mechanism plan, is a guaranteed issue health care coverage plan that offers continuous year-round open enrollment. This gives you the opportunity to apply for coverage at any time.
