If you've recently lost your job and need health care coverage, you have several options available.
Coverage with Spouse
If your spouse is eligible for coverage at his/her job, you may be entitled to coverage under his/her group plan. Ask your spouse to inquire with his/her employer.
Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA)
If you were employed by a company with 20 or more employees, federal COBRA regulations allow you to continue your health care coverage, at your expense, for up to 18 months. Upon notice from your previous employer, continuation coverage will be made available to employees and their dependents (qualified beneficiaries). Under the federal law, you have 60 days to choose to continue coverage under your previous employer and then another 45 days to pay the retroactive premium. Please contact your previous employer for more information.
Act 2 of 2009 (Mini-COBRA)
Similar to COBRA, Mini-COBRA applies to employers that have 2 to 19 employees. With Mini-COBRA, you are entitled to continue your health care coverage, at your expense when you leave employment or when other qualifying events occur. You will have 30 days to accept the coverage from the date you are notified by your previous employer to elect continuation coverage. Coverage for you and your eligible family members will be effective the date of the qualifying event. And in certain cases, as part of the federal American Recovery and Reinvestment Act of 2009 (ARRA), “qualified” employees will also be eligible to receive a subsidy health care credit totaling 65% of the monthly premium for coverage. Please contact your previous employer for more information.

Conversion Plans
If you were covered under a Blue Cross of Northeastern Pennsylvania group contract/policy for at least three months and are not eligible for other coverage (Medicare, Medicaid or another group plan), you are eligible for coverage under one of our individual conversion plans. You must enroll within 31 days after the termination of your group coverage. Conversion plans available to you are based on your previous group coverage plan. Call a BlueCare® Service Representative for more information, weekdays, 8 a.m. to 5 p.m.

Guaranteed Issue Plan
According to the Pennsylvania Alternative Mechanism statute; if you are currently uninsured, you may qualify to enroll in an “alternative mechanism” health care coverage plan through Blue Cross of Northeastern Pennsylvania. BlueCare Cooperative is a guaranteed issue health care coverage plan that offers continuous year-round open enrollment. This gives you the opportunity to apply for coverage at any time.
